EU3 has one(and it's great), VIC1 and CK1 have one, VIC2 does not (you can play the base game fine offline without steam and I THINK there's an obscure German version with the first expansion pack, but Heart of Darkness is a digital exclusive) . But info on HOI 3 is confusing.Is there a single offline install direct from disc version of HOI3 with all the expansion packs?
