Ratchet & Clank 3 was great fun too but it had it's downs too. I really can't definitively say which one is the best of the first three.R&C>best music: fun, grooving, futuristic jungle beats>best level design and secrets>the most charming story: some elements of buddy cop, coming of age and comedy of errors>rough combat/movement>least replay valueR&C 2>music is more serious and dramatic, ruins some of the whole atmosphere>level design is more linear, bad secrets>story is utter ass, it doesn't even have a real villain character or anything of substance>massive improvements to combat/movementR&C 3>same issues with music as above>same combat/movement as above with extra love put into weapons getting extra features on levelups>much more linear level design, worst secrets fuck you sewer level>best characters and plot interactions with great voicework, Qwark and Nefarious are genuinely entertaining. All characters in the cutscenes are very lively and well animated>quite a lot of sexual innuendo humor for some reason

You might need to bring out your propeller hat and lollipop but if you can get into the mindset of just enjoying a playable little cartoon, they're a hoot.
