the problem was that she forgot why she was doing it in the first place. she wasnt doing it to have a searchable database people could go through to think of songs. she didn't need it to have 12 different meta tags per song so people could figure out their mood, and then figure out a genre that matched it, and then figure out the right song. she was doing it so people would stop spamming chat with absolutely fucking retarded suggestions, thereby freeing up screen space for real suggestions. the job was being done for the purpose of chatters filtering themselves. therefore the job need only be "complete" up to the standard required for someone to type in the name of their suggestion. then see that, no, - the obscure mountain village version of a bulgarian folk song written 400 years ago in a now deceased dialect - was not on the list of reasonable karaoke songs, so spamming it until she freaks out and tries to sing it, does not count as contributing to the stream.
naturally she completely failed the strategy check and attempted to perform the job to a standard that was not merely too high, but was completely useless. if you want her to sing a song, it is because you have the song in your head and it would mean a lot to you if she sang it. so you check the list. that's the only condition anyone gives a shit about your song suggestion. why? because unless the song means a lot to you, chances are some random asshole in the audience who needs to consult a database just to get a suggestion probably has worse ideas for a good karaoke stream than the professional singer streamer.

so the problem with her is that she can drive to the store; but reinvents the wheel every time she starts her car and then goes shopping without knowing if she needs to buy apples or a new computer.
both of these are huge problems. both of these are solvable. the path finding is fixable, the shit pathfinding is less of a filter when you're strategy is so efficient that the pathfinding doesnt matter.
my assumption is that the greatest returns are at the strategy level, and that until she knows why she is doing something, her autistic tard rage at the tactical level will keep her from learning the strategy. therefore we control for tactics with a game that does that.
however, that is also a bias. I hate total war and love EU4 because tactics bore me (because I am a lazy human being and not good at tactics) while strategy enthralls me (because I am a lazy human being and am good at figuring out how to do no more work than is neccessary for the max returns.
there are obviously reasons she is so fucking stupid that are not the result of literal retardation or autism (despite the behaviors overlapping, it is actually incidental).
for me I think the tactics is mostly clumsiness and while the frustration is irrationally high and will unravel quickly by pulling on the correct threads.

Strategy trivializing tactics as you call it is true to a point, I consider games to primarily be about an aesthetic quality as appeal. To that end mechanical mastery and display is a more tangible aesthetic than something like strategy or logistics and usually ends up being favored by the developer. For all intents and purposes it is simpler to focus the experience around hitting the button with the correct timing than it is to create an infinitely deep experience that can be studied and played for countless hours without losing its charm.
You could also say that if the appeal is primarily an aesthetic quality, than the purely mechanical part of it is responsible for creating a narrative. It's harder to explain what high level Strategy is when creating a narrative as Strategy is like a record of a double bookkepping system, you can kind of glean what something might be but it usually takes someone well versed in Strategy to weave a story for you, that story can also be open to interpretation. Tactics or mechanical expressions is closer to drama, because it is easier to see and relate to, now the interesting thing is drama usually doesn't detract from the details of the story. If anything you use drama as context clues as to where the story is going and what has been said. Tactics or mechanics, fill the same function, but here's the important thing.
Is it not reasonable to assume that if you can guide the audience, you have the potential to weave a much more complex narrative than you otherwise would. Dismissing Tactics/Mechanics even if it's reasonable based on your own experience and preferences can mean narrowing your experience and even put blinders on you and stifle your strategic growth. There might be something more to it than meets the eye initially, because if you judge drama itself for its story content, your conclusion can become: I can write out the drama in a single sentence, I have a story that cannot be told in a day, drama must therefore only appeal to baser humans. Mechanics often serve as milestones in someone's progression, and more importantly it can also tell you more about the strategy than simply telling you what the strategy is.

So in short I would disagree with the claim that one feeds into the other, but I would argue that Tactics, or mechanics is where it would logically start. And even seemingly archaic mechanics may be that way because the implicit lessons they impart are of higher strategic value than what they might suggest on a surface read.
