This wasn't just about her whole cult thing, I think Shiori was also bummed out that the whole trial for Kiara's murder and reveal of Bijou being the one behind it, didn't really matter. While the idea of one group being bad and Advent certainly is the best at playing the role, they are kinda gimped by the fact that at the end of the day there's gonna be a chapter 4 for Justice and as such, barring graduations, all of Advent will return anyway so none of them will really be killed off or imprisoned for their crimes.

Shiori herself didn't have the mental "I hate public speaking" to establish her picnic plotline and then she kept getting triggered all throughout the picnic: like when Roa was speaking trying to accuse Bijou and spoke over Shiori once(Shiori also had a mute problem) and Shiori being triggered there was trial plot in the first place.Shiori's only instructions at the beginning of the picnic/trial was to gaslight, gaslight. The only way to pull off what Shiori wanted was for everyone to come in quietly and not say anything
