It doesn't even have to be a full crew the whole time, a skeleton staff would do. My shitty apartment didn't take 20 million dollars to make and even it has a concierge that's always there. I'm not suggesting they let girls just run around alone, but I think it's safe to say there's always at least a handful of staff there because Holos are ALWAYS recording or streaming something. And while they are there and the lights are on, it's not like they have to supervise if a girl is like, "Hey can I stream from one of the dedicated streaming machines we have here?"

The truth is FUWAMOCO have never been good at communication. They'd always wave it away with "we're fluffy and fuzzy" or just generic mentions of the "Dogtor" or "barkers" but it wasn't a problem back then because they were rarely gone and streamed a lot. Now that long breaks are their new normal, it doesn't work anymore.
