Partly because, as a "sheltered sex", women had more freedom to indulge in juvenile traits for more of their life (e.g. being weaker or less-educated). Partly because masculinity pushes men to reject adolescence and "grow up faster" than they otherwise would. But the end result is that the "feminine" has appropriated the "cute" and semantically engulfed it. To the point that a very obviously adult woman (e.g. giant boobs) can be called "cute" without a second thought. But also, even a man can become "cute" by adopting feminine traits.
