Yes the clip is weird and no I can't explain it but it simply cannot be a voice changer. Voice changers aren't that good. Maybe today there are some better ones but she's being doing it too long for that to make sense. She once played a harmonica while talking and a voice changer would've warped the audio. There's also really old clips of her talking normally while playing Noita. It's not voice training either because a guy (male) voice cannot reach that high. It especially could not reach the higher pitch she used to talk at.
