I think there are a few instances where Fishman definitely recruited talents like from Tsunderia or Cyberlive. Theres a clip from years ago where he talked about poaching be a normal business practice, and while it's still very different from recruitment and he prefers to use the term "saving", it wouldn't be that surprising for the company to rely on scouting instead of sifting through hundreds of applications for one promising 2view.
