The simplest way to thing about it is that there are two ways, what you are describing might belong to the fast way where you go all in on networking; you can make colleagues, get into collabs, jump into the first open invite group collab you find out there, "beg" for moots as you say, and all of these are nearly instantaneous, you will get the collabs, the groups to join, the people to raid, all of that; but this won't really last you. Talking from the experience of both having seen others do it and having done this myself, when you go for the quick networking route, you get things done in the short term, but it's almost impossible to create a reliable group or a trustworthy network of people to both help and be helped by, here I think most people use the term "social climber", that is what you end up doing, and what you need to keep doing in order to reach a safe zone where you finally land into a good group.
If not that, then you have the slow way, it's much simpler IMO too: Find vtubers who you like, associated to your niche, or whom you simply vibe greatly with, make them your friends, then stuff like collabs will come naturally because you will want to get stuff done with them, and they will also want to get stuff done with you! You network by simply getting good and reliable vtubing buddies who you can count with later on, and you both avoid the brainworms (or maybe even reality) of stuff like social climber remarks, the unreliableness of not getting a trustworthy group of pals to do things, and such. This one is much more about just socializing and getting friends who are vtubers than getting the "business done", if that helps with the explanation.

Start with a freebie pre-made model, a vroid, or a png/giftuber setup. Learn the ins and outs of OBS (NESTED SCENES!!! LEARN AND USE THEM!!!!), figure out a video editing program you vibe with, and watch some videos on how to make good shorts.
