Realistically, the merge probably happened because Cover wanted to exploit more niche VTuber markets like KR, CH, and ES where it's not cost-effective to make 20 new full-time employee hires (plus however many hundred middle-management staff their corporate bloat demands) but it would have sent the wrong message to establish an entirely new division with only 1-2 girls in it.
