Look into both and see what fits your needs better.

This approach at content creating would be something that they could do with only their phone because they wouldn't have to necessarily watch the videos live they could watch the videos on their own and then record a review of what they saw they could do a deep dive recording everything they thought about the video sort of how people do for movie theater movies that they can't record in the theater to react to live so they do a review usually in their cars after the movie. That could be another approach using only a phone as a creator to perhaps use AI to program a streaming software or streaming website that you can function on using just your phone as a vtuber and watch movies in the movie theater and then in their car afterwards record a review of the movies that they watched as a vtuber.

By default this shouldn't be happening, you might have an older version of OBS and might be in need of an update, but since that could fry your current scenes setup or you personally might just be against it you could try also:
