She thought she would be making some kind of new, small group with Tony, but that won't happen until XQC leaves and his current group breaks up. So it seems like she treats everyone she's with in the meantime as temporary. The waiting room for the real story that will start later. But the people she's with right now are the ones that actually want to be with her. If she just jumped into things with them the energy would be so much better and it would grow into more.
