She initially started streaming exclusively in Japanese when she joined Phase JP. If you go look at archives of her early streams it's actually kind of weird, almost all of the chatters speak in English (cause only English speaking Phase JP and cause old viewers followed her to Phase) while Clara speaks entirely in Japanese.
According to her graduation stream, Phase management told her to lean into it and that's the reason she started doing English streams (though she actually did double the streams for a while, some in English and some in Japanese on twitch until she took a poll and found out she had virtually no JP-onlies). This is actually the reason for her graduation according to her graduation stream (not any of the TVA rrats or stuff about harassment or anything).
