For one, spinoza used "imagination" as a shorthand for conclusions based on direct sensory experience, the conclusions we jump to when working on information we receive purely through our senses. He thought of it as the base level of cognition, imagination is a REQUIRED step in order for us to make any reasonable conjecture in the first place. What spinoza is saying that if we govern ourselves solely by imagination, we risk falling into irrationality and superstition. He advocates going beyond the imaginative state of cogniton and move onto using REASON, which is here to correct the errors that might have come from misinterpretation of imaginative cues and information. This is doubly wrong because Spinoza claims, and famously in fact, that's impossible for the state, or really anyone to control the human mind as this dude is describing. His assertion was that a country trying to control the thoughts of its citizens in doomed to fail. As for "people are predestined to be stupid": Spinoza was at peace with the fact that most people are in one way or another irrational and have their cognition rely on imagination. As for whether they're "predestinated", well, they're predestinated in the same way everything is predestinated. But that's more a complex part of his philosophy and can't be summed up in a stupid webm or in a retarted book writtten by a malicious retard.
