You can open up gifs in programs like Photoshop and you can view each frame in the timeline. Make your changes and then export as a gif

I uploaded OP's gif to ezgif to extract the frames then I cleaned them up in paint.net

I use this plugin to make animated gifs with it
https://forums.paint.net/topic/118869-gif-animations-and-images-filetype-plugin-gif-agif-latest-v15-2021-11-16/

I know it's not the best solution but I'm not used to using any art programs other than paint.net
