Looking for a nostalgic shonen anime that aired through on-demand cable around the early 2000s - early 2010s. The main character had a large muscular frame and big spiky hair that was possibly gray (a little similar to Ragna the Bloodedge). He was no-nonsense except for his unspoken crush on the loli female character that he never admitted to. Said loli was constantly subjected to panty shots, including in the OP. The third MC was a small skittish boy with maybe blonde or green hair that could do nothing except strategize on how to beat the villains. Towards the end of the series, it's revealed that his power WAS to strategize the whole time.The setting was vaguely post-apocalyptic. There was one villain whose power was to puppeteer invisible things that the wimpy MC beat with strategy. I've searched as much as I can with no results, please help me /wsr/.
