So I want to create an anaglyph image where a specific custom text message pops out in 3D when viewed with red-cyan glasses. I'm making this as a gift for a friend.

I tried googling for online generators that could make it, but found mostly Magic Eye ones that don't have Anaglyph support. I found one on cogneurolab.org, but I would have to manually draw letters.

I think this type of picture is called "Anaglyph Random Dot Stereogram", but I might be wrong (you can correct me).

So do you guys know any app/website/tutorial that would help with creating images like this?

The webpage is written in JavaScript. You should be able to hack the loadPreset function to start from whatever canvas you want.
