Just chilling on 4chan and being like, "Hmm, what should I do?" for 40+ minutes in response to that is actually insane. It'd be one thing if you just genuinely didn't give a shit beyond wishing it would shut up, but you're clearly a bit more invested in the situation than that.
If it was me I'd check out the windows and such to see if I could see anything, also try and figure out where the noise is coming from (which window it's loudest). If I couldn't see anything I'd probably just ignore it.If you are legitimately concerned for the welfare of a possible child in danger, then call the cops, otherwise just go to sleep.
