I don't necessarily think this is supernatural, but it's ugly as fuck and the reason behind it doesn't really make all that much sense which makes it feel creepy

I think it's more to do with record keeping. Obviously the worse the punishment the better the deterrent, at least in theory. We know irl it doesn't work that way. Actually it can make things worse. If someone is going to get the electric chair for murdering someone then why not murder as many as you can? What they going to do, kill you multiple times? Might as well be hung for a sheep as a lamb etc.
