Ways which they would do this was like soThe first time they would gather them all to some place and tell them to write down some stuff they want to see a change to or just don't like with the current government system. After they wrote what they wrote the government took this then basically said fuck you and killed them all under the bias of on being opposition of the government (they needed a reason (even if it was extremely weak) to be justified to kill them)Later they did the same shit again, but the new master saw what happened to the others and was now sceptical, so what they did was look what was on the newspapers because whatever was allowed on the newspaper was allowed by the government so they just copied what's on there because they thought the government allowed such criticisms, load and behold the government gave two shits and still killed them off for the same reason, proving that they just wanted them dead, they also just went about hunting temples.

Unless you are open about it and discuss it in a way which provides legit information and legit practices and it reaches a big audience, then something might happen.
