You can have both unity and decentralization.Unity refers to all the components of a system being able to act in unison as needed.Centralization only refers to where and how core system functions are grouped.You can have a unified system that recognizes clustering all primary functions into a single bundle offers both the benefits but also the detriments such as critical weak points being able to take the whole system down.
