There are multiple things that could be going on here.

Number 1: Narrative warfare; Thiel has had covert interest in the UFO topic for some time now. He seems to be interested in pushing a UFO-related religion, particularly concerned with the combining of the concepts of NHI and AI. He has attempted to cozy up to folks like Diana Pasulka for this reason.

Number 2: He may be interested in certain technologies, not flying saucer or alien tech, but instead what the CIA termed "psycho-electronics"; directed-energy weapons which can manipulate the brain via EM fields. These have existed since at least the early 1960s (this was discovered through the revelation of CIA projects like MKULTRA in the 1970s). These technologies can induce altered states of consciousness in individuals/groups and cause them to have bizarre experiences, such as seeing aliens.

Number 3: Advanced aircraft; this would be the ultimate boon for pushing such beliefs on the public. If one had access to unconventional, seemingly "alien" aircraft, in conjunction with the mind-altering weapons previously mentioned, they could stage alien visitation relatively unhindered.
