Not really. For awhile I was thinking the government has some secret plan to save a large portion of the population, but I am not sure they are competent enough.My thought has been the government(s) know this is coming, but they can't just announce "oh btw this is about to happen". I think that might be about the only thing that could get people to revolt. Knowing this was coming, but leaving people to worry about retirement, credit card debt, and all that other bs when it very soon won't matter at all. But I mean I get the point, if not out right revolt, it would mostly be obnoxious anarchy.Anyway, those in power still want to rule over people. They are going to try to save a portion of the population. Life in the new world will probably suck ass for average people. They'll have to do some Project Blue Beam stuff to convince people to go to safe zones since, because again, they don't want to admit they know of predictable catastrophe cycle.My more fantastical idea is that they are saving free energy tech until after our current infrastructure is destroyed. It will be useful for convincing people to obey the new world order. You won't have access to oil and gas and they will have full control over free energy. You have to be a good little citizen if you access to energy.

Some of the inland submerged areas, like one from the Great Lakes to the Gulf, are seismic zones like the New Madrid one. India is unsubmerged mostly just because of the weirdness with those plates.
