I believe this is the case to some extent.That's because when you start going over the alien encounter cases, it's clear that many of these guys aren't on our level in tech, especially when it comes to semiconductor technology.There are a lot of cases where the ayys have had to gesture in order to communicate with people. Where as anyone on earth, especially with the help of an AI, could put together a translator machine with consumer hardware.You can't tell me that some species is even 200 years ahead of us if they can't into computers like we can.Also some of these guys are clearly retarded in comparison to us, as they have observed earth for ages and still don't understand human behavior or cultures.There's a reason why so many of them want human DNA, it's an upgrade over their own.
