In many cases the people who you are seeing in public are literally on assignment.. in that they have been told to do whatever they can within a certain set of limitations on what they are allowed to discuss. When this happens their future behavior will change as the authority structures over them change.. to the outsiders this can appear chaotic and seem to indicate they are unreliable. Others like Phil Schneider willingly comply when they arrive to hold them accountable for the documentation they signed. He was seen for three days before his death with three operatives one female two male as they traveled to whatever locations he had stored items of interest in. He knew what he had agreed to and was attempting to save his family members from sharing his fate.You are significantly less likely to be killed for sharing information in public if you are an outsider who has never signed any agreement nda or otherwise.. but this is largely due to the fact that as an outsider you don't actually have any information that they are actively safeguarding. At the end of the day these people are simply ordinary humans with no extraordinary level of knowledge earned from their own efforts.. second hand knowledge is not the same as earned. The difference is as big as being able to recognize the meaning of words or remembering the meanings in order to speak usefully through the use of them.The actual elites see their own minions as captive tools under their control. They don't need them to have much more opportunity to develop real knowledge than they themselves hold. Outsiders have a much further distance to travel than they realize as they earn their own way towards accurate actual knowledge and insight.
