Did anyone ever found out what was the decoded message from the UMMO atomic shelter message?

Seems like a base 64/32 or other bases (maybe even Cesar coding or some form of the multiplexed binary, similar to the case with the navy general who repeatedly had downloaded messages in cubes/lines/thick lines).
