So if the brahmin chants gayatri mantra 3 hours a day as his daily religious practice, you are responsible for multiple decades of gayatri mantra practice that would have elevated his soul very rapidly. So the person becomes utterly enslaved to brahmins in future lives, and must work much harder to pay off the debts. Depending on the circumstances of the killing of course, as there isnt' always full liability incurred. Another view of justice is "eye for an eye, tooth for a tooth", which reversing the scenario means that a brahmin cannot kill untouchables with impunity, as it will quickly destroy him. Being a child, who does it on accident, might be a very low liability situation.

It is bad karma that he killed, but it will likely be less than him having killed intentionally. He did steal, though, and that is also a big no no, which does seem intentional. Either way, it is very possible he could be punished for many lives. Depending on Buddhist thought, it could be that he may end up doing deeds that reduce his negative karma and therefore spends less time having to pay off his crime, or that once he burns off the negative karma, he may be born into a life where his good karma accumulated. Either way, if you want a Buddhist perspective, practicing metta towards him, his family, and the monks would be the right thing to do. It is possible, however, they could be arhats, but these things are only known once the person dies
