Maybe. Anything can be an omen. A fortune cookie is just a randomly selected phrase. But sometimes randomly selected things aren't random. Usually you can't tell if something was really an omen until after the fact. Look for like repeating stuff. Not just the cookie. Also realize that your subconscious mind shapes your reality and it will only work if you belive it does. If you belive the fortune cookie is bullshit, it will be.
