No, it comes from intentional work on your heart, and acting in service of other people with a loving attitude. Psychedelics can enable you to reveal or work with trauma stored in your body that might close your heart or other chakras tho.

A lot of people with heart blockages are probably in a spiral of selfishness where they never do anything nice for anyone. Even the simple act of having a pet to care for and do nice things for can open the heart, but showing love to people is where it matters most.
