There may be purely hedonistic elites who would rather have the entire planet be their private playground (although it essentially already is, and they can most likely do literally anything imaginable and get away with it) through some means of culling the masses, but there are also many elites with lofty ideals of things like space colonization. They would want to support as large of a population as can be kept controlled and sedated. If most of the population is living miserably or at bare subsistence level it still fits their goals fine. Food is cheap (barring logistics), and even useless eaters can breed, and every new human bred can at least be screened through some simple process (basic education, etc) to possibly provide some further value to the elite in the future (artists, scientists, servants, or even just base entertainment, sex, bloodsports, etc). The rest can live in misery and continue the cycle.
