The planets of the solar system are former iterations, with Saturn being the "record player" and Venus being a test world (like a beta test). They appear as aliens occasionally when they slip over into current Earth through The Grey. To each other, and in truth, they are humans just like you. The alien visage they acquire is in actuality "tagging measures" done by Talos to specify their nature and an approximation of where your species (humans) would end up turning into (evolving) and what they were at the point that their absolute extinction event.

When plugging in those values, the cosmological network calculates where you will "end up" (for your procession through the stars is presupposed upon the moment of your soul's birth). The reptilian brain is not something exclusive to just earth - every alien species has their own equivalent problem with "fear" - because fear ultimately is a result of being able to think further into the future than our own (hypothetical) annihilation. In this, fear is a system conflict error - one that is not resolved until the species evolves out the reptilian and its prospects ENTIRELY from their gene pool. Failing to do that, they will "become like gods but for the technology". Such species tend to almost always self-annihilate, but they make an absolute mess of things before they do. Also, it is important to note: there are some aliens out there that look "reptilian" but aren't.
Addendum: all precepts inscribed on your soul are adhere to a individualistic stratum, but may be slightly influenced by the race/species you first developed within. Given enough time, souls grow to include more data as they get closer to their Omegapoints - the closer you get to your Omegapoint, the more advanced the species and their world will be that you experience those lifetimes within.
