Around 50 years ago a program run by the CIA developed a technology so powerful it literally changed the course of history without anyone knowing about it.
All I know about these are two things : 1) They're nicknamed "X-pads", and 2) These things cast a specific frequency that blocks your brain from creating new memories while in range. Say there's an X-pad in a room and you enter it, everything you do in there will disappear from your memories shortly after you exit the room. I don't know much about the tech itself but I do know about its effects : it basically drowns your hippocampus with what your brain considers as "noise", you can't feel it as it happens because as you're actively doing something your neurons are still firing and you're in "short-term memory mode" for lack of a better term, but once your brain tries to commit these memories to long range, it gets mangled with the noise and your hippocampus decides it's not a valid memory, erasing it in the process. Like that operating system that lives on your computer RAM, deleting itself the moment it's turned off. Well, kind of the same thing, but you get my point.
I know it was used on many, MANY politicians, leaders, CEOs, army generals, etc... People that were led in rooms and tortured to get them to give sensitive information, then they'd get out of range of the X-pad and remember nothing. They may remember walking in and out of a room, but they won't ever remember what happened there.
It cannot erase previous memories, only prevent the creation of new ones, which is something the US Government has completely integrated into their "enhanced interrogation techniques".
Now you might ask yourself "how are people not aware of these things?" well that's the genius behind the X-pad's design : it's ALWAYS on. Can't turn it off. Makes me think it's a chemical or some elemental reaction. People who see it always forget about it, unless they're told about it by someone who knows.
And now you know.

This technique clears all short-term memories from the victim's consciousness by broadcasting microwave beams at the target which carry the signals used for memory retention. When you remember something, it is first stored in your short-term memory. the same way noise cancellation works. broadcast a second wave from a different spot and tune them so that there's a dead spot where the torturer is standing. or go the opposite route, multiple wave sources that form a single hot spot while staying below the threshold everywhere else. combine these principles and you've got active beam steering just like modern solid-state radars

you put the implant emitter inside the specific brain region you want to affect, while a small wire (inside a platinum tubular + properly shielded) is reaching out of the skull from the emitter. Add an 2d structured filament antenna placed on the skull lower skin layer (due to skin sheilds EM) and connect the two. Antenna picks up the trigger signal, and through the wire the implant emitter activates.

Make all the devices non-reactive, meaning biocompatible or use immune suppressants. Power source could even be the carrier signal itself. You put multiple implants in and even could trigger hyperagression, psychosis, suicidal tendencies, eternal bliss or other complex emotions/behaviors. Or switch off/distrupt fear/pain center. Tech vision demo is Cyberpunk 2077.

Before implanting surgery you could locate the patient correct pathways with testing, and apply the fine tailored tech.
