I figured it out. Maybe several things.
You know how computers malfunction around certain individuals?
It's because they're latent psychic.

You know the experiment where they got several thousand people to think about a random 1-0 number generator and try to influence the result and the effect was weak but statistically significant?
Here's one of several studies replicating the experiment for scientific rigor, but interestingly then goes on to correct infers that it has strong consequences in computer science because it could flip bits.

It stands to reason that then people who are strongly psychic without any control or awareness thereof might be accidentally flipping a LOT of bits.

FURTHERMORE, there's an aspect of LLMs and Image Gens called Temperature. It's basically an injection of randomness. Without it, the output of AI is completely deterministic, same input same output exactly like you'd expect from a computer, and DOES NOT exhibit any unusual "greater than the sum of its parts" human-like intellectual or creative feats. Almost like it's somehow extracting that humanity from the fact that a random number is being generated.
If human minds are part of the generation of random numbers... perhaps they are.

(hell, if it extends to random generators that aren't digital, this could even extend to the method of action of divinatory cartomancy and i-ching etc.)

Continuing this idea, "people are slightly better than random at guessing random events" is scientifically known and accounted for (wisdom of the crowd).

And there's plenty of known science acknowledging that people can mentally have an effect on things that their mind should theoretically be unable to affect, whose interference has to be accounted for in studies (placebo/nocebo, pygmalion/golem effect, tinkerbell effect, observer effect as seen in delayed-choice quantum eraser).

They're just ascribed to more mundane methods of causation, and only acknowledged when they "believably" fit those methods. No amount of psychosomatic effect should be able to cure a person of cancer, but sometimes placebo effect does.

But the statistics, which they wrote never thinking it would be declassified, did indeed say weak and unreliable results. 33% of the time instead of the statistically theoretical 25% is remarkable, but hard to apply given they're still wrong a whopping 2/3rds of the time.

Furthermore, the results seemed like people could be brought up to that level relatively easy but couldn't really be improved much beyond it, or if they could they had no idea how given they didn't really understand how it worked in the first place.

Instead I think they probably kept the idea in their back pocket but looked for alternate ways to use it that don't run into the same problem.
Specifically, if I had to guess, I think they've been using a lot of internet scraping. It's not feasible to use a dozen clearance-read-in high performing psychics and expect to get good info because of the high variance. Even if they were right 14% more of the time instead of 7%, they're still majority wrong and enough coincidentally wrong in the right way and suddenly you're acting on wrong info and all hell breaks loose. But 50,000 unwitting psychics? That's enough to average out random bumps, with that many samples anything that's not statistically average is an actual anomaly worth acting on.

What is left unmentioned is that reality runs on randomness, when an event with 9% chance of happening happens, it's just that we thought the realities where it didn't happen were 91% likely, but that's not how it works, it can be something that almost certainly would happen, and people just needed to push it with their beliefs, which may have happened 100% of the time.
Miracles are built like that, and people just mention how lucky things have been, but it could have been them, not because of luck, but because of control of the randomness.
We even have a word for when unlikely events happen together, synchronicity, but when it happens to people, they don't realize they're having an effect of the likelihoods, and these events ripple into the past, or someone can broadcast an idea so strongly that day she find everyone talking about the subject, but that annoys her as if they can read her mind, instead of realizing this would be used for basically mind control, because she could have chosen the subject she broadcasted.

If that's real then the elites are 100% doing it.
In fact, every broadcast, every ad, every symbol or logo, if I was them and evil, I'd be jamming that shit in left right and center. Get everybody to think the way I want them to so what I want comes true. That's where strong magic would theoretically come from, 7 billion minds all believing your "truth."
