Not OP, but it is from an old (though it hurts to admit) kids show called Bear in the Big Blue House. It was made by Jim Henson's company and aired on Disney.

But OP is right, they did summon a shadow from the shadow realm with a creepy song who told weird stories and had a creepy laugh. Very odd for a kids show, even as a kid that thing creeped me out.
