I think it has been going on for decades but nobody has noticed because it has been done so slowly and the government have been lying and covering up about the cause of death for many of these incidents, skyscrapers for as long as i remembered has always been empty even if the lights were on and i got told there was supposed to be people in there doing busywork, i saw at most 5 people at once but the rest of the cubicles were vacant. I think a natural feature of society, a healthy one, is that there are some people who just....fall through the cracks. That housing, typically, being abandoned but maintained, to some degree. They might be living in a house a family has control of but forgot to time. Or they might be living in an apartment nobody checks on. They might be living in a village nobody remembers. For income, maybe some asshole is paying all their major bills automatically and can't remember why he's doing it and doesn't care to check or change it. Any way it happens, that person exists like a ghost, floating through society. They're just there, things just happen enough to let them float through. I think this is natural.
