It's debatable whether Alucard would consider the Major a human. Surely the Major believed human brain + everything else robot = human, and if Alucard believes monster = corruption of the soul, he might buy that the Major is a human after all.
Alucard seemed to enjoy the war against the major, and he never called him a monster or a dog.
A showdown between the two would have given a definitive answer, but unfortunately Alucard was ganked by the shota cat before he could make it to the Major.

I mean it's pretty straightforward. Alucard is the only person who doesn't change at all in the entire manga, from start to finish he's the same fucking guy. By become a vampire he has literally surrendered any self-control or agency, he's an attack dog that kills on command.
Basically, only people get to make choices. Monsters don't, they're slaves of their appetites or whoever holds the chain.
Obviously Alucard is being real fucking unfair here as no human could realistically beat him. But becoming a monster means there's literally no point or effort in the fight any more.

His relationship with his childe was weird to say the least. He didnt really respect Police Girl for hanging on to her humanity. He only started calling her by her own name when she drank the blood of the man she loved and the men who served under him. I guess the view is that refusing to be a true vampire is just cowardice and an inability to accept her circumstances, but losing herself in drinking all the blood she could ever find like some kind of leech would also be disgraceful (and too much like his old self).
Generally I don't think Alucard really cared that much about Seras until the very end. She was just a vampire he sired on a whim and she could die on a whim just as easily. Going by the Stoker tale, he'd already made many Serases in the past. It wasn't until he brought back the real Dracula that he accepted her, probably influenced by her embracing her nature.
