It was a middle and upper class disease. It affected rural and poor populations much less. The middle class always needs to justify its position over the lower class, whom they despise to some extent (otherwise they couldn't extract wealth from them). One of the things they do is differentiate themselves from the lower class by purchasing things the lower class can't afford. Then they justify those expenses as "normal and necessary". So in modern days, you have the house with the white picket fence and the car and the perfectly mowed lawn. None of these things are necessary to life, but if you ask most middle class people they'll come up with some insane justification (usually involving muh children or muh safety) why they absolutely must live an extravagant suburban life complete with gas guzzler.

So beriberi is basically the same. White rice is kind of nice, poor people can't afford it, growing new varieties artificially creates jobs and inflates the economy and allows us to extract more wealth from the poor. Therefore white rice is the best, it's completely normal to love it and eat only it for every meal, and THOSE PEOPLE who can't eat it are unfortunate souls who want nothing but white rice. It's not "the japanese love white rice". White rice was just properly positioned to become a lifestyle product that separated the haves and the have-nots, and so the haves advertised it as the core of their society. You can still see this sort of thing everywhere today.
