'power creep' can manifest in different ways. it's not necessarily bad to have powers get stronger over time to show growth, but the problem emerges when that growth doesn't sit well in the established worldthere is power creep where certain characters get stronger while others don't, to the point where everyone else is left in the dust. the tipping point for this is during the pain arc where naruto so greatly overshadows everyone so much that they're begging on the ground like fodder for him to come save them. then certain characters are selectively pulled up so that they narratively still fit in, like kakashi who goes from having a major chakra issue during the pain arc to spamming endless sharingan abilities during the war arc despite doing absolutely nothing to warrant it.there is power creep where the whole world gets stronger overall to the point where powers towards the end of the series just seem absurd and nonsensical compared to the start. naruto suffers this as a whole, where it seems every era has insanely strong mountain-busting ninja except for the short time period of naruto part 1 where everyone is zabuza level (because the writer didn't plan for things to reach this scale).there's also historical powercreep, where characters introduced at a certain level early on are re-introduced suddenly more powerful. hashirama and tobirama were never mentioned as being weaker edos when fighting hiruzen (they are commented on as being kage level) yet when they're re-introduced in the war arc, suddenly they're 'closer to full power'.
