Rem still loves him deep down, even without her memories, it's like it's ingrained into her soul. We see this in the current Arc 10 where she still loves and cares for him, but she's carrying guilt from how she previously treated him when she woke up during that arc, so she wants to atone first. Subaru loves her and is still currently trying to get her memories back.
