Lelouch is more mature, not necessarily a better person. Both of them kill droves of people in pursuit of a better world, but while Light wants to rule the world as a god, Lelouch is willing to sacrifice himself for the final outcome. It's pretty clear how their philosophies differ when you look at how they react in their death scenes. Lelouch doesn't consider himself exempt from the violence he causes and is prepared to die for it to atone, while Light is practically a manchild who thinks nothing bad deserves to happen to him. And to reiterate this does not make Lelouch a "good person," he still murders tens of thousands of people but he doesn't have a god complex like Light
