That said, the old anime does end with the Land of Asura arc even though the manga had some small arcs that followed it so all that stuff has not been adapted as of yet.

The second half of the manga after Raoh was also post-apocalyptic fantasyland. What set them apart isn't the setting, but the lack of memorable story arcs and characters of the same emotional caliber as someone like Fudo to be found in the latter half. Plus it feels directionless and written as an afterthought (which it literally was considering that Tetsuo Hara/Buronson wanted the manga to end with Raoh's death but the publisher wanted more). It feels exactly as tacked on and as directionless as Ruruoni Kenshin after Makoto Shishio's death.

It's the same with Hana no Keiji, which is set in Warring States era Japan and also has tons of insanely giant dudes. It's all done purely for effect ("these guys are powerful and evil people like giant ogres in fairytales"), plus it makes the contrast between hero and villain seem all the more stark, and makes the feat of the hero beating them look all the more badass.
