Chapter 700 is a flashback to an infinite tsukuyomi dream which gaiden and bort are part of. For Kishimoto the ending he envisioned for the manga from early on was Naruto and Sasuke making the Unison Sign at last. Everything added past that was corporate mandated.

The author is at the mercy of various forces and had to make concessions along the way. There's other people's careers to consider like voice actors. There was momentum for the franchise and he didn't dig his heels in and stop it, rather he facilitated it with a sense of a gun to his head since there's quite a lot of dysfunction in how he approaches the scenario like there's a gun to his head. But it's of course unthinkable that he wouldn't consider Naruto the top spot or that Naruto wouldn't take the nomination. That's why I specified that the instance shown in the manga is a genjutsu, not that it wouldn't happen. It's just being shown in a genjutsu just like we have a chapter of Sasuke fighting Itachi in a genjutsu and a page of Sai being in Sasuke's genjutsu. He's shown what occurs inside illusions before. After sealing Kaguya, Naruto and Sasuke became a couple. Hinata was married off to her cousin in the main branch Tokuma Hyuga, as tradition for the hyuga clan. Orochimaru would then facilitate Naruto and Sasuke having a son, Menma.

Then there's the author always distancing himself from the media that came after. Saying that Boruto is Ikemoto's manga. Claiming that The Last was in production before he found out about it (implying that he then had to accomodate it even though he hadn't built up NaruHina and had to start incorporating it when he found out about it lol), making sure that the public record is that he considered the relationship between Naruto and Sasuke as his ideal end point. There's also some meta readings you can do on the Boruto incarnation of characters so that they behave how Hinata probably expects, not how they really would. Like projecting Hiashi's emotional distance on Naruto as a father, Sarada's family being a mess because Hinata herself can't even see Sasuke and Sakura as good parents, perhaps subconsciously wanting their family to be worse because she's self-admittedly selfish. And more to think about although I tapped out of Boruto on episode 200 or something so I can't analyze the whole thing. So yeah Boruto is canon genjutsu, I will have it all ways.
