Rei wins, not Seele. Seele is a group of unhappy old people who were ignorant of the nature of the process and had a severe lack of empathy. Gendo is selfish and egocentric, so he loses. Rei learns to be human and concludes that her friend is a better option than those two groups, thus concluding that the only thing that will prevail are genuine relationships between people. Love wins
