I know it paved the way, but I think Cardcaptor Sakura is much better as it's loosely serialized and you get to see Sakura grow and mature in both age and magical power. Sailor Moon has great episodes but rarely does anything that happens in them stick.

It was one of the first and more popular alongside Pretty Cure S1 and Cutey Honey and a few I can't name right now. Also codified and popularized a lot of the stuff you see in magical girl anime today. Also while the Manga is a bit less know, the anime was an entire childhood for girls and a lot of boys, honestly, around the world. It ran for an generation from 5th grade to graduation basically. 90ties kids entered high school with the first season and graduated with the last.

Most people I know just say it's a great classic, but not the absolute peak of the genre. Usually when I hear people saying what the best magical girl series is it's either Madoka or to a lesser extent Cardcaptor Sakura.
Tutu, Utena and Meguca are the best of the genre.

Precure is capable of good quality, but it's also way too commercial and lacking in the interesting world that Sailor Moon established, and that holds it back, even though the actual battles are vastly better animated.

In English speaking anime fandom mahou shoujo is stupidly neglected as a genre, way too many pre-judge it for what it looks like and few people actively advocate for it or try to curate the actual quality it has. So you'll never see a regular magical girl show on a typical top x anime list for an Angelo, in the way you'd constantly see Full Metal Alchemist on them. It's also sort of weird how it's technically mostly shoujo, but there's way more focus on making it legitimately appeal to both genders compared to what you might call 'trad' shoujo (which are basically romance/soap operas for younger girls).
