Is Gon actually "retired" or is Togashi just using other characters to pad the story/stalk for time until he figures out what to do with him?
He’s retired until he isn’t. I don’t think Togashi would be against bringing Gon back if he completely healed and could bust out 40+ chapters a year, but I don’t think he wants to arbitrarily bring him back in the middle of this arc, or maybe even the next. I’m sure Togashi has considered what he might like to do with Gon if circumstances permit, but he’s also well aware they probably won’t.

Does the succession war, on paper, have more emotional backbone than the hyped up chimera ant arc? I mean, the chimera ant arcs emotional core is based around Mereum/komugi, Killua, Gon. Mereum Komugi were introduced mid arc. Gons emotional breakdown, while understandable, was a result of kites death. In the succession war, we’ve had Kurapika’s vengeance weight on the story for multiple arcs. The troupe, Hisoka, annd Illumi are here and may each their end . The 4th prince may have Pairos head. Chimera ant arc has Mereum Komugi, but the storyline of the twin sisters with Melody, 4th prince and theta, Kurapika/woble/oito, Morena and Borksen can all reach that level.
