Other countries have to import a lot from it to keep up with programming, but americans can afford to make their own versions of shows instead of dubbing, even going as far as remaking the already english "The Office". Their dubbing is at its infancy when it comes to translated works, their A-listers are spread over their own cartoons and games. English dubs are lodged deeply between the worst dubs I've ever heard.

They were like 30 years ago, there was a pretty solid crossover with traditional western voice actors, even some that went on to be fairly big-time TV actors. Cranston did a lot early in his career
Cartoons are animated to fit the voices. Anime is dubbed to fit the lip flaps. You need better voice directors, a willingness to forgo the mouth movements, and a translation that can take liberties to sound more natural, but sometimes the JP company is breathing down your neck and won't let you.
