The great ghosts being released from heaven (because ???) are making the malice so extra powerful it's going to start affecting the world of the living too, so MiucS was made to keep that under control. Then Odysseus snagged her and changed the system to make music completely illegal (because ???).This episode actually did help clarify things, even if there are still pretty big holes. At least we now have a visible link between the "no music allowed" and "ghost battles" halves of the setting.
