It leaves the world the way a magical girl world should be; it is right, it is just. Rebellion though is very clearly a theodicy. It's practically textbook. It reframes the TV show as a cosmodicy. Madoka Magica becomes a story of from whence comes good so Rebellion can be a story about the problem of evil.I guess I've always thought about the way that Madoka interplays with the audience expectation to be a natural extension of the point of the TV series. What is right and just is archetypal. A world where magical girls defeat monsters and to save people. Heroes can be unambiguously heroes, god is in her heaven, the world is as it is, and all is right with it.
