More like one big story (Muster's arc) preceded and followed by a lot of little stories that happen to be adjacent to Erica or Alita.

Fact: the original gunnm run is one of the best paced manga ever made. It just never gets dull or turns into a slog, and the varied and detailed art helps a lot too.
