After which he'd use the accumulated resources to maintain himself and his followers while they get their new world set up. The initial fight where he lost the money he'd stolen from the yakuza rendered the incognito part pointless as his opponents already knew who he was. But the story never said he didn't find other ways to gather the money he needed. Now currently his fight with Granar being public has moved the timetable for his announcement up, hence why the DVD is blank. There's probably now a different DVD with a recording of the news broadcast, but that wasn't the one that they took.
